Why This Matters
Some gaps persist because no existing institution is structured to own them. RVA Can gives REF the ability to build the missing mechanism, whether that is a new financing model, shared infrastructure, operating capacity, or another solution with a credible path to durable ownership. Where capital can be recovered or recycled, we redeploy it. Where the return is evidence, infrastructure, or capacity, we use that value to inform the next investment.
What Success Looks Like
An RVA Can investment succeeds when it improves a defined outcome at a credible cost, demonstrates a path to durable financing or ownership, and produces evidence or recoverable capital that strengthens the next investment.
